It seems clear that the Triad Society is becoming dangerous in King Keng and this threat is a cause for concern.
Recent increase of delinquency amongst the criminals is attributable to the difficulty in great measure.
I recommend that the Committee (as they may) consult some of the leading members of the touch and that the Government think fit to notify.
After a certain date, those in contravention of the interdict for the suppression of the Society will be banished.
The O.A.G. is to inform the Registrar of the case and Miss Cust has banished 7 leading members of the Triad Society from the Court, including an Interpreter and a Police Constable who are members.
A proclamation (17) announcing the banishment of the 7 members has been issued, offering a $50 reward for information of the return of any of them.
The proclamation also (1) warns against harbouring the banished persons, (2) requests information implicating other persons in the Society, and (3) warns that those who are members will be dealt with in the same manner.
Approval of the action taken by the Foreign Committee is sought; opinion is that it would be right to recognize the Triad Society by registering it as has been done in the Straits.
The deportation of the present members in China is suggested.
It is proposed to submit to the Secretary of State a draft Ordinance for the suppression of the Triad and the seditious dangers it poses.
However, there is disapproval of the proposal of the Committee that banished persons returning to the Colony should be flogged.
I support the suggestion of Wingfield that the statements in the memo justify, if not demand, approving flogging for the offence of returning from banishment.
In other respects, approval is given.
